My bf had the problem as well when he first got his Z10.
Every time he tried over mobile network he always got that error, and only worked over wifi, it was only fixed for him with the next update, but as far as I could figure this had to do with what ever he carrier did with the OS before putting it on the device.
Have tried putting flight mode on and off for a few seconds?
