Can I use a Blackberry on one of these plans? I know I wouldn't have BIS but will the phone, text, and data work?

Phone an text yes, data questionable. Wont be able to use the BB Browser but possibly use a third party browser like Opera or Bolt.

I don't think so. AT&T now requires a BB data plan if you have a BB. If they don't know you are using a BB, you may get away with it for a while.

How would they know what phone I have my SIM card in? Whether it be a cheap *** Nokia that comes with the Pick a Plan or my BB?

Because the IMEI would still be an AT&T bb.

Yeah that's the real way that gsm companies know what people are using IMEIs. Also I think the only phone ATT was stopping people from using PAYGO is the iphone a while back but you can even use that now. It should be fine I believe but I'm not positive. You couls always call a store and ask.

ATT's system can detect when a user's sim card is put into a smartphone/Blackberry that does not have a data plan, and they will begin charging for data.

No they can't they can only tell by your imei number. Your sim card doesn't give ATT any information about the kind of phone you are using.
