Lame. Any federal worker worth their salt knows that the most secure way to deliver a message is in a private room, with the radio or T.V. turned all the way up. If you think any "mobile" device could handle all of your security needs for you, you're dreaming.

The real crux of the federal goverment was in this sentance,

When a user turns in the device, the PIN stays with the device and doesnt follow the user to a new BlackBerry. Any BlackBerry the government decides to reuse therefore may expose information to compromise, the memo reads, because messages may be sent to the wrong person.
Two things here, Blackberry should allow you to take your PIN with you, I'm surprised that is not the case. and the government shouldn't be re-using phones for staff in critical positions.

That's where BYOD fits in. If the BB is the property of the employee, then ownership of the PIN stays with the person, not the company. That's an additional selling point for BB10 in an enterprise setting - BB Balance is da bomb.

I may be mistaken but the PIN is hardware based, not software based, sorta like a MAC address.
