    Clearly if Chen is now permanent he should be relocating to Waterloo.
    There is no doubt he will be less effective and communication will be damaged by him being absent from the company base.
    You take the cash you have to fully commit to the job.

    Not really. This is the age of conference calls and email... what employee actually has meetings with their C level bosses anymore. Instant and constant communication is far more productive then say oh let's wait till our meeting at 3pm to discuss this issue.

    I also think there is an advantage to having Chen stay in tech central USA
