I think the OP is talking about roaming out of his carrier's range and getting charged by using BBM. There shouldn't be an extra charge for BBM'ing someone from California to London. Should there?
Just to be sure, I'd contact Telus. Since extra roaming charges may apply to data and BBM utilizes the data feature, then you may (if you send/receive a lot of BBM messages) begin accumulating extra charges.

You will, but bbm uses so little data thanks to the compression that unless you use it 24/7 nonstop you will see a big difference, but no I don't think that you will see a significant increase in data charges.
