    Yes they can. Either with a plan from your carrier or using the tether app or pda net.

    Get PDAnet. It's what I use and it works quite well as long as you have good signal

    You just need the USB cable and run Desktop Manager. In Desktop manager look for "Mobile Internet" link on the bottom left corner. Configure it to match your mobile provider from the list.
