There is a way already to use the old bb phones as remote webcams from your playbooks or z10 by using phone remote for Playbook or Phone Remote Pro.

That's why I built the phone remote applications initially - to use as a remote webcam. It's now even better on BB 10 (Phone Remote Pro).

I have also already put together a pairing app (enabling remote access of camera) for BB10 devices but there is an issue bringing the app to the foreground when required which makes it unusable until further updates to the os, but hopefully sometime soon it will be possible.
