Welcome to CrackBerry! Have you tried with a different battery?
One solution would be to do hard reset. (which usually involves holding a couple of buttons for a few seconds)
yes I have done the battery things. Still no luck. Any idea what keys to hold down to attempt a hard reset? Is there anywhere to send it in to have repaired enough to get my contacts off. That's all I really need.
Try plugging the device into charger without the battery into power outlet then after a couple mins stick the battery in whilst still plugged into the outlet.

ALT, right side uppercase then delete
trying that now. Thanks
Will a hard set remove my contacts?
Nope
OP didn't you post this day before yesterday stating the phone got wet and you replaced it with an Android? If the phone got wet you need to try drying it off properly, Rice in a zip lock bag for a couple days along with a new battery,if it doesn't work try a repair shop and hopefully they can power up temporarily for you to extract your contacts.

Ok got the think to power up finally after taking it apart and cleaning it up a little. It now will power on and shows that it is loading, however when it gets to the end of loading it just stays on that screen. Is it possible now that it powers to get contacts or do I need activate the phone for service?
No it'll work I recommend going on wifi if you can and getting in touch contacts app. Works on all os. If it got wet don't use it though please.
