The alternative is almost certainly coded in HTML5, which is, SLOWLY but surely, replacing Flash. The problem is that Flash has been around forever (it's mature), it's present on tons of older, rarely/never updated websites, and, as a closed environment, it works the same way everywhere, so people still use it because it's easier than HTML5, which relies more on the web browser's HTML5 compatibility. But the situation is improving all the time, with better HTML5 authoring tools and better browser compliance, which makes Flash less important over time.
And, yes, with so many mobile devices in use that don't use Flash (modern Android phones don't use it either), web designers are forced to at least have an alternative if they want to remain relevant on today's Web.
