Is it just me or they can't decrypt it without knowing the password? It clearly says they need to know the password.

I believe that's exactly what it's saying. It needs the BlackBerry account password. Then you can decrypt the data. Trying to BS some more news from nothing.

First you have to install the software and then you have to know the password.

Anything can be hacked. Nothing is truly safe. The question is, how long will it take for the protected information to be accessible to the hacker? Brute force cracking of terrible passwords that are encrypted with well known methods can be easy, but complicated passwords can require years to determine. Defeating the encryption method itself is not something the average programmer can do, but super smart people working for someone, somewhere might be able to, maybe.

At the end of the day, think of it like the lock on the door to your home: it will keep the honest people out.

BlackBerry 10OS is probably the most secure operating system available to the average person.

Magnificently composed using CB10 on my BB Z10!

This is no different than what LINK already does. It takes the device password which MUST be known, and decrypts the backup. If you don't have the password you cannot decrypt. Also Work data is the same if allowed to back up. However in many environments this is turned off (mine it is). Heck DoD recommends USB and WiFi device connections to PC be disabled.

This is just an attempt to grab headlines is all. This isn't the first tool to do this, I could get the backup data too if I gad your pw and backup lol.
