I tried to install app world from the mobile apps webpage and it says software not found at the top of the screen.

The message on the webage reads

    Notice:
You have attempted to access a software download page that does not exist. Please check the URL and try again.

It did this as well when trying to upgrade facebook when I received the prompt that I must upgrade facebook.

App world disappeared some time ago.

Could this be related to a setting on the blackberry?

no this would not be a blackberry setting because from my understanding the rest of your internet is working.

have you tried a 3rd party site?

it shows listed under applications (Application managment) but I cant seem to find the icon.

I believe I looked everywhere including downloads and dont see it
    It did a restart.

    Any suggestions with this?

The icon could be hidden. On your homescreen of icons, go to menu>show all. If you see app world and it's dimmed out, that means it's hidden.
