An arm, both legs and your firstborn if you want to buy unlocked at retail. If you get it as part of your cell contract you should find more reasonable prices when the carriers start to release to market, and it will probably get cheaper as soon it goes of ATT monopoly.

They charge these prices because RIM has to have an incentive to develop these things and they want at least a decent proportion of return up front. I'm not sure how long it takes to turn a profit on a phone, but the entire process - concept, R&D, development, testing, deployment - probably costs a great deal of money. You get what you pay for.
