Doesn't look like that is the case, according to the article. I don't think they're experiencing the growth they were hoping for.

Trying to develope for that platform is a huge pain in the arse. The approval process is long and cumbersome if they deny it. A few other developers got fed up and left after being denied for no real reason Microsoft gave no help to resolve it.

The tools are horrible from Microsoft and why I am not even bothering for the platform.

I thought they had an android app player. I know I read a story a few months ago about them getting a pile of android apps. I think it was for the desktop but I figured it would end up on the phone as well.
