Blackberry connect on my Passport can't be located or respond to actions. Location and protect settings are all enabled. I'm in continental Europe but surely that makes no difference, does it?

European location shouldn't matter as far as I know. I'll assume you can get on the internet with your passport and therefore, protect should be able to locate it. I might suggest you remove the passport from Protect and readd it. I had a similar issue with my classic but not my passport and when I readded, worked fine.

Try Martinjdub's idea first, but It could also mean it's not turned on or not connected to the Internet.

Have you ever been able to find it on Protect before?

I check mine periodically to be sure it's working.

Thanks Martinjdub & Stewartj1. Removing and re-adding the phone to Protect, seems to have done the trick (location, messaging & sound), although Protect claims not to know my phone number and has Anti-Theft Protection as unavailable, so its not clear what I can or can't do.
