Is it just BIS or BIS in combination with cheap hardware? Is the cost of data so much more expensive that people are willing to spend $400-$700 outright on a phone? Or does BlackBerry need to release a sub-$200 phone?

I don't think most people are using legacy BBOS devices because of BIS, nor that's why they're not changing to BB10.
I would wager a majority of them have not heard of BIS, nor even remember they're on a BB-specific data plan.

Regardless, BB10 wouldn't work with BIS, at least not to its full potential.
BIS compresses data in a way that's economical, but not desired by today's average smartphone user. People want full featured streaming, messaging, browsing, etc.

In south africa 2 b specific BIS is really a big deal...BIS here isn't slow @ all depending on ur carrier n plus its unlimited n cheap..u cn save a lot on Data..
BIS on BB10 would b a big winner...@least my opinion...
