Have you tried hooking your phone up to Blackberry desktop manager? click on applications and it should allow you to reinstall it. it will either show up itself as uninstalled or the application manager will tell you that core components of the blackberry OS are missing and prompt you to reinstall them.
I have had core apps accidentially delete on me too. In my case I deleted the task list by mistake.
The only way I could get it back was to reinstall the os.
I hope someone can offer some better/less drastic advice, but that's how I fixed my problem.

I deleted a few core apps using BB Boss shrink tool and all I had to do was hook up to BDM and reinstall them through applications. it only restores the missing components it is not an OS reinstall.
This is good advice. Definatley the first thing to try.
Didn't work in my case, thus the os re-install was needed.
