My brother got a new BB Tour about a week ago and on the second day he had it, it all of a sudden started doing this crazy/freaky ringtone that 'whispers' "I See You" everytime he sends/receives a message or ends or misses a call! He didn't change any settings or anything...it just does it everytime you hang up or send a message or anything!
Anybody ever heard of this??

Look under your ringtones to see if anythings there. If not I would just give it an OS update. Not sure what you mean by "Is Blackberry Desktop Manager on the phone?" though. Please clarify.
If it's running the new 5.0 release of Verizon, (.591 I think?) There is a bug that has been reported to play weird sounds/songs that may not even be on the phone. If he is running Verizon's 5.0, he'll probably need to change to .419 or something in the like. If I'm not mistaken, all of Verizon's Tours will have .591 on them.
So the problem is that the OS changes ringtones? I'm still a little lost. lol
OS 5.0.0.591 from Verizon has several severe bugs. Playing an odd sound file after messages is one of them. The only fix, until Verizon releases an update, is to run a different OS.

More research looks like this could be from when you get one of those chainmedia MMS messages it downloads the audio file to your phone and randomly play it....maybe
So my Tour that I updated yesterday begin singing "I am not a wh*re, I am not a wh*re, I am not a wh*re. after any missed or ended calls as well as new messages... Funny but please help?!
