Yes, all of BBM's features will eventually go cross platform. Just not on the initial release.

From what BlackBerry announced when they stated that BBM was going cross platform, it would seem that BBM Calling will be coming, including Video chat.

This is why people wanted skype. Its a fairly large used service.

Once you have that on bb10 then video calling will be cross platform.
