My boss will be traveling internationally (sailing Carribean) and wants a phone that will work. He will be on a private boat. I know the World Edition has the sims card but I am not sure how that works. Does it work regardless of their being a cell signal? I wasn't sure if the sims card was satellite or not. Any suggestions?

The SIM Card is just store the service-subscriber key (IMSI) used to identify a subscriber. You still need a GMS signal. No satellite.

A world phone is not a satellite phone. It just means that it has all the necessary frequency bands to work in almost any country. For phone purposes in the middle of the ocean, I think a satellite phone is the only real option.
