I am able to download files that are upto around 250kb but after that I get message that says "HTTP Error 413:Request Entity Too Large".....I am trying to downlad ringtones from a site that says it is designed for the 9530? can anyone help?

This is probably a bandwidth limiter somewhere in the chain of servers between your phone and the server hosting the ringtone. You could try downloading the file to a PC then transfer to the phone by usb (or email it to yourself).

or u can use a card reader and just put it on your memory card and re-insert in your BB.

tried texting/SMS the ringtone to my 9530 but when I attempted to download the link.. within the storm browser ..I got the same HTTP file size error message as above

There are unknown caps when emailing and downloading OTA. I'm not sure if its the provider or BIS. Easiest way to get the bigger ones is direct transfer via desktop manager on your PC.
