I have always used my BB as a tethering modem for the last 5+ yrs.. Now all of a sudden I'm getting a msg every time I try to go to a website stating that I don't have a "hotspot feature." to allow this.

I know they changed their plans and it might have something to do with that. I have no problems tethering my 9900 to my laptop when necessary. I know it is a feature I paid for but now is part of certain data plans.

They stopped on their classic plans unless you subscribed to the service. On the new plans though you get 500MB free on any data plan for hotspot or tethering.

I had this happen on Rogers when I switched phones from a 9800 to a 9900. I had tethering on a 500gb plan and had to move to a 1gb plan that supports it. I am not sure if it was service book related or something changed on my account. On the 9000 and later the 9800, I was using the wap data settings I had used for years.

You get 500mb free hot spot data with their new unlimited plan. If you want more its $10 more for 2gb more and an extra $10 for another 2gb. They probably switched off free tether to get you into a new plan.
