Is smart dialing designed to add the country code and area code in front of contacts only?

I have it setup correctly and if I have a contact with 7 digits and press the call button, it adds country code and area code as expected.

However, if I manually type in the digits, even a number from my contacts, the country and area codes do not get added and I get a recording saying that to place a call in this area, I must include an area code.

Is this working as expected?
