    When you cancel an account the carrier may delete the BIS account on their own and some do by carrier request. If they don't do that and release the PIN then you cannot get BIS with the new overseas carrier. BIS can only be active on one carrier per BB PIN.

    If the BIS account gets deleted then, if at a later point in time I go back to the carrier can I use the same username? haha

    I asked a question similar earlier and I got 2 answers saying I don't have to have the PIN released.

    Yes if someone elsae doesn't grab the same user name. When the BIS account is deleted the user name is available again.
