Reposting here. had it in the wrong forum before

My friend is able to browse the internet over wifi, but his BBM does not work. Only when he has cell reception does his BBM work! He has already replaced his BB 4 times over this issue and keeps having the same problem. Of course I do not believe the problem is with his BlackBerry but with is cell provider koodo (who keeps giving the runaround).

Does anyone have any ideas? Could it be a defective sim card? Is it possible to send BBM messages on the cell network if you dont have an active BB Data plan? His home router allows browsing on his BB, so I dont think its a router issue.

Please help!!
