I have the 9650 and I have connected to my Wi-fi at home. When I am away from home my wi-fi icon goes grey. Does this mean It is off or just out of range? How do I turn it off and on? toggle it?

Grey is not connected.

You can toggle with a setting in QuickLaunch. Or use an app like WiFi Hero to do the toggle automatically.

You can also toggle in manage connections native app.
