You can also check your carriers site for details on any changes they may have implemented as well. But not all carriers are so... organized.

Getting a specific changelog from BlackBerry/BlackBerry Mobile/Optiemus/BB Merah Putih has becomg a bit hard though. Those are not generally highlighted and users are largely left to figure it out on their own through discussions here.
