    They do if you're connected to BIS over wifi. If you have a BIS data plan they work over the air or over wifi. If you don't have a BIS data plan, they won't work over either connection.

    We have to assume the OP isn't on an active BIS, because he/she is asking how to use them strictly on WiFi.
