I have a Blackberry Bold 9900 which can't send and receive emails over wi-fi I think because I can't get the Blackberry Internet Service connected on it using wi-fi. Can anyone please assist ?

Do you have a BIS Data Plan and the phone is activated? If so yo should be able to set:
    "Data" ON
    "When Roaming" OFF
    "WIFI" ON
See that the wifi icon turns white, not grey.

If you don't have a BIS Data Plan, it's not going to work.

Do you have cell service on it?

It's been a while, but I think BIS has to be activated through your carrier, then the proper service books can be sent to the phone by the carrier to continue service over wi-fi.

I can receive and send emails when I insert my SIM card into it. But I'd like to be able to send and receive emails with wi-fi instead and not through my cell phone provider which means not having an activated SIM card inserted into the phone. Can this be done ?

It will not work without the sim card in the phone.
