    The actual BB Browser. The non-WAP one.

    The T-Mobile browser would be the only
    browser you'd have if you were using
    the phone without a data plan.

    If you're talking about BBM you can't use it over wi-fi without a data plan.
    No matter what, you need a data plan. No way around it.
