GPRS is a type of cellular/data connection. Strictly GPS only apps should operate independently from the data connection. However, programs like Google Maps require a data connection to download live mapping data. A program that just give you lat/long, speed, heading and altitude shouldn't rely on any kind of data connection to work.

GPS: it will tel you your current positions in latitude and longitude.
So, those are just numbers, now you need a map where you can locate that place with
corresponding numbers, some times maps are saved locally (in media card) or you need
To download maps from some server (google maps, BB maps), this is called AGPS
    (Assisted GPS).

GPRS: its the way or technology with which you transmit and receive data via internet.
