Orange UK does support Unlicenced Mobile Access (UMA).

When you are connected to your Wifi network, do you have UMA displayed on your screen?

If so, all of your voice and data use the Internet to access your plan. I don't think Orange offers free anything.

Orange charges exactly the same amount of money for calls made using UMA. The only use for the UMA is if you get really bad mobile phone signal in the house, you can connect using UMA. As far as I know Orange also counts UMA calls made abroad as roaming. So no, in either case you don't get free calls.

There isn't any options for making cheap VoIP calls as yet.
