With Netflix recent announcements about cracking down on people with proxy IP addresses, the EU are wanting to investigate why you can't watch programs in different countries and restrictions that are placed on companies like Netflix by movie studio's and TV providers.

If any one can have these restrictions removed it will be the EU, right on.

Well for one thing different Countries get movies at different times. For example Russia gets DVD releases first they are what is called region 5 or R5. The R5 movies are made quickly and cheaply BUT in digital quality for quick release in Russia which allows for movies to be sold sooner. Often these copies still end up in the hands of pirates, and are called R5s. These R5 movies are JUST out of theaters are not yet on any movie services, certainly not on Netflix, except maybe Netflix Russia?

Don't forget the fact that in different regions there are different copyright holders for different media due to different distributors or other factors. If Company X holds the rights for a film in one country while Company Y holds it in another, but Netflix only has an agreement with one of them then only the countries Netflix has an agreement with should properly have the right to view a film.

This is correct. Netflix does not set these restrictions they are set by the rights holder. They are probably cracking down because it limits their ability to get content.
