    Perhaps BBM is no longer seen as a big enough player to be of concern, or perhaps the BBC is just slack with its journalism?

    They're talking about strong encryption. As far as I know BBM offers no strong encryption unless connected to a BES. And for the latter case, I don't think any government will try to ban encryption within enterprise networks as that would be not feasible.

    Plus I believe BlackBerry offers up tools to legal agencies for decryption. It was required to get into some countries and I believe even in Canada it's a requirement for the authorities to be able to access your device data under court order.
