    when both cellular and wi-fi are available, will wi-fi over ride cellular network connection?

    Wifi should have routing priority above cellular, but it might depend which device, software and cellular carrier.

    At one time back in the BBOS v6/7 days some of the cellular providers were found to be pushing service books which enhanced billing by putting everything via cellular unless the signal failed entirely. No idea if they can still do this on BB10 devices.
