So I bought a Curve from some guy on eBay. While the phone model number wasn't specifically listed, the auction description specifically stated that the phone had a GPS.

The only problem is, I can't get BlackBerry tracker or Google maps to work unless I pair by BT GPS puck.

When I go to Options > Advanced Options > GPS it says

    GPS Data Source: None

It also has an option for my BT GPS puck, but no option for Device GPS. So my only two options are "None" and "BT-GPS-32A07F" (which is the puck).

So, did I get hosed on this auction or am I just missing something?

    Go to options/about

It should list what type of blackberry you have there.

    Main differences are:
    8300: No GPS, No WiFi
    8310: Has GPS, No WiFi
    8320: No GPS, Just WiFi

    Looks like I got bamboozled.

Anyone want an 8300? Trade you straight up for an unlocked T-Mo 8320.

Pulling this back up from 2008. Is there a fix by now for the 8520 not having GPS?

8520 doesn't have the necessary GPS hardware. There is no 'fix' except buying a more advanced device. Sorry.
