Is it safe to delete programs from within the Service Book?

Its a waste of time. The service books will be pushed back to your device by the carrier anyways
Best way to handle them is to hide the icons

The reason I'm asking is because I didn't find them in the applications nor did I find them using DM, but they were in Service Books.

The reason you do not see them in the app list is because they are not installed on your Berry. The service book entries that you see are download links that the carrier decides to send to you. They are very small files and cannot be permently deleted. Even if you do delete them, they get pushed back out to your Berry. That's why I said the only way to deal with them is to hide the ones you don't want
