This is happening more and more. And there is also the potential users longing for the "dream" device they will get to use for free.

- Ummm......can't speak for the OP, but I think he was referring to his comment that Quebec should leave Canada, not anything to do with RIM or phones; thus the "hijack" the thread preface.

- Don't forget most of these municipal/government corporate phone plans have a yearly upgrade and likely their upgrades kick in now. I think this is more of a timing issue where the Iphone 4S is cheap for their upgrade thus the cost savings. On Bell Mobility(most likely the carrier they use) for example the Iphone 4S 16 Gb is $0 for their upgrades while the Bold 9900 is $49. - I think people are looking into this a little too deep. You have to ask yourself (fanboy patriotism aside) that if you were a company that is looking at upgrading to newer and updated devices are you going to look at what is out right now or are you going to wait on an OS that has a vague release date. The contracts at my job are 2 year contracts and we (middle management) have the choice of BYOD or take the iphone 4 that is company issued. Our previous phones were 9650's and when the time came to upgrade which was 2 months ago nobody wanted a blackberry. The reason was simple; we needed to be able to use apps that would increase our productivity and BB does not offer the quality business apps that the other OS's have. We can't consider BB10 because it is not out yet and we can't tell the CEO that the reason we have not upgraded is because we are waiting on RIM to stop playing roulette with the release date11-03-12 08:17 AMLike 0

On another (unrelated) note, the iPhone is simple to use. There's almost no learning curve. That makes it ideal for those who can't be bothered hoe to use a smartphone or don't have the time and patience. That makes it possibly a better choice for city employees, right now. Along with the fact that few (if any) would have much they need to keep secure.
So, we have 1122 phones in a city that's part of a separatist province that wants nothing to do with the rest of Canada, anyway. Compared to what? 80,000,000 BBs worldwide. Good luck, Montreal.11-03-12 10:44 AMLike 0
