Change Precision Icon Color to Match Your Theme

Is there an app that will allow the user to change the precision icons to match the users theme of choice? I've seen theme makers make the icons match the theme with pink, blue, green and purple. How easy or how hard would it be to accomplish this? Similar to the Quicklaunch app that allow you to change text color. Can someone make an app like this to give back to the CB community for "Free". Any takers? Is it even possible?
