Cannot send stuff to my phone via bluetooth from my computer

I do not have a problem pairing my phone with my laptop (that also has bluetooth obviously) but I can send stuff from my phone to my laptop with bluetooth no problem. The problem that I am having is that I cannot send stuff from my laptop to my phone with bluetooth.
For example, I right click on a picture and click on 'send image to bluetooth device'. The bluetooth window pops up and everything on my laptop to send to my phone but when I click send to my phone, it searches for something then this pops up: 'FTP service not found on target device'. So what should I do? Any ideas or suggestions what I should try or do? Thanks!

Pair your BlackBerry and PC. On your BlackBerry open pictures. Press the BlackBerry button, scroll down to Receive using Bluetooth. Then select the picture from your PC that you want to send.

The BlackBerry always needs to initiate the file transfer.
