Can I tether my blackberry torch to my laptop without getting charged from 02?

Hi,
This is my first post so I am sorry if I have put it in the wrong place.
I have a blackberry torch and was told that I could attach my laptop to my phone when I am travelling in the uk to access the internet without getting charged extra by 02. I telephoned business 02 customer services today who told me that I would get charged and the fees are massive. There must be a way of doing this without the extra charges.

If someone could help me I would really appreciate it. I am no techie but I can manage to do most stuff with my blackberry.
