I am asking this question because our company is planning to test our product on BB OS 7.x and later on BB OS 10. Is it possible to purchase a Z10 and downgrade to OS 7.x and later upgrade again to OS 10?

Nope the only device that runs BB10 currently is the Z10. all older Blackberry devices are not able to upgrade to BB10 as they are 2 completely different Operating systems

No, only the PlayBook is compatible with the new OS10. You can purchase some os7 curve models for under 70$ though and at that price why not get both

BB 7.x and earlier are Java (J2ME) applications.
BB 10 uses C/C++ or other methods of creating the application, none of which is Java.

You will have to rewrite your application for BB10.

Even if OS 7.1 could work on the z10 (which doesn't make sense in so many ways) - without navigation keys, trackpad it would be hard to use it.
