Are you going to Media > Menu and selecting "Receive Using Bluetooth"?
    What type of files?
    How big are the files?
    What carrier are you on?
From what type of device are you trying to receive the files?

Your carrier is the company from which you have phone service. Some carriers have been known to block Bluetooth transmission of certain file types.

So, what type of file is it?

And from what TYPE OF DEVICE are you attempting to RECEIVE the files? Who is sending it?

And 4MB is actually pretty big for this type of transfer. Have you tried smaller files?

at the startup it shown 'starhub'

    its mp3 files..
    from another phone..
i also try from my laptop..

    i've try smaller..
    arround 400kb..
    it was ok...

is there any other way i can change the setting?

No. The file is too large. Try transferring it from the other phone to a computer and then copying it to your BlackBerry with the USB cable.
