Once, when my carrier suspended my account, I still would be able to use BBM and other internet services being connected to a WiFi hotspot with internet.
Yesterday, once again, the same happened, but neither BBM, nor the Browser or any internet application does work.

What device do you have? Your profile lists the Tour, which does not have Wi-Fi capability.
If you are using another device, you cannot use BBM via Wi-Fi until you pay your bill. You will not have the service books available until the bill is paid.
