What is the difference between "restore data" vs. "switching devices"? Don't they both import data from a backed up file?

In a way they do, but switching takes info from one BB and moves it to another. "Restore" takes the backup file and applies it to your BB. But you could take a new device and connect it to DM and restore the data from another device which does the same as "switching devices."

"Switching devices" also moves all your installed apps as well, as long as they are compatible with the new device - not just the basic OS apps. I don't think the backup and restore feature does that. It only deals with OS and phone related data such as all messages, phone settings, browser bookmarks and the like.
