If you ask regular person to name a "web app," they'll name stuff like Google Maps, Google News, and stuff of that nature, not a browser.

Well, you are on a BB fan site, and people here use RIM's way of talking about web apps. Here it can mean also a stand-alone app developed with WebKit, PhoneGap/Cordova, SenchaTouch ... You don't have to like it, but it is the local usage.
