If a person has a serviceable phone that is simply a bit old I would say wait. However, waiting is risky with RIM because they do suffer extensive delays when releasing new devices.
Personally, I don't wait.
as most mentioned, it really depends on how long you are willing to wait. OS 7 will probably still be around quite a while even after BB10 is launched. RIM still has to serve the lower tier market.
