I have a qs regarding the BIS.
If I take a BIS connection would I be needing a Data Plan for surfing the web?

You need a data plan in order to have a BIS connection in the first place. BIS will allow you to use your Blackberry browser.
If you got just a regular generic internet plan, you could use the carrier's browser.

Each carrier packages their BlackBerry plans with data. In some case, the data is unlimited and other are restriced to just enough for normal use, a couple Mb.
Airtel, in India, will likley have a similar package that includes BIS and data.
