What I mean is, does the service provider block incoming data from BB Maps and make you pay for a monthly subscription or is it free to use like google maps?

They can't block your data for it, the only thing iv found is that earlier bb's block the gps. On the 9700 they don't block it so you're good to use it as much as you want data plan required.

My 9700 dont have the bb maps in it, and when I installed google maps, it says "Network Unavailable: This application requires a data connection, and some bb devices require reconfiguration to work properly.
I thought this can work under wifi?

Nope. None of the Google apps will work on WiFi without a BlackBerry Data Plan.
