It is easier than before, however, due to the small size of the BB10 market there is currently not a very large incentive to develop applications for BB10.

By all accounts, they are generally easy to make.

But that's not the same as a popular existing app necessarily being easy to bring over its current UX into a different platform.
There may be unique compatibility issues, depending on what the app actually does.

Is that what you were getting at: For apps n/a on BB10, why haven't they come?

That's an easy generalization.

It might often be true and is logical, but the lack of apps in itself presents an opportunity for some ambitious devs.
There's the chance of being the proverbial "big fish in a small sea" for the early adopting devs. We've seen this happen with many games especially.
