I understand that when an IMEI is blocked the phone won't function on any carrier from the country to which it was originally sold. But would it work in that country using a foreign SIM card (and thus get service roaming)?

To my knowledge if the IMEI is blocked it wont work on any carrier at all.
The device will not work on any carrier that participates in the EQUIPMENT IDENTITY REGISTER (EIR )PROGRAM
and gladly those that do participate, are hard to identify as being members, making it near impossible to know if the device will work or not.
